Twitter is considering warning users when politicians post misleading tweets

Leaked design plans reveal that the company is thinking about putting bright red and orange labels on false tweets by politicians and public figures.

Twitter is experimenting with putting bright orange and red labels underneath false statements and misinformation posted by politicians and public figures. According to a new report, the company included tweets from Sen. Bernie Sanders and Republican House Minority Leader Kevin McCarthy in its design mockups.

If implemented, the designs would be a significant expansion of the company's policies for moderating specific kinds of misinformation, such as around anti-vaccination conspiracies and false information about voting — and more recently, deceptively edited videos.

Twitter is considering adding the warning labels, which appear roughly as big as a tweet itself, as one component of a bigger set of policies around combating misinformation on the platform. In a mockup of the feature, which NBC News obtained and first reported, "harmfully misleading" misinformation would be fact-checked directly underneath the tweet by fact-checkers, journalists, and potentially other users participating in a points-based community moderation system similar to Wikipedia. It's unclear how Twitter would determine which posts to flag as misleading or exactly how the points-based system for community moderators would work.

A spokesperson for Twitter told Recode that the specific mockups NBC reported on are just one example of several ideas in the early research stage, and they have not been approved for rollout.

"We're exploring a number of ways to address misinformation and provide more context for Tweets on Twitter. This is a design mockup for one option that would involve community feedback. Misinformation is a critical issue and we will be testing many different ways to address it."

Regardless of whether or not Twitter ends up implementing these warning labels, the mockups are the latest example of how social media companies are trying to combat a torrent of online misinformation, particularly leading up to the 2020 US presidential election. Facebook already labels some content as false using third-party fact-checkers. And beginning March 5, Twitter is planning to start removing or labeling some "manipulated media," which would include deceptively edited videos like the one that went viral last summer that had been tweaked to make House Speaker Nancy Pelosi appear intoxicated.

On Thursday, Twitter confirmed that a widely circulated video of former New York City Mayor Mike Bloomberg onstage at the recent democratic presidential debates that was deceptively edited would be labeled as manipulated media under those new rules.

While NBC News reported that these design mockups were a "possible iteration" of the previously announced manipulated media rules, a Twitter spokesperson disputed that these designs are tied to the March 5 rollout.

"The mockups that you see are completely early-stage research, and it's just one of a variety of options," a spokesperson for Twitter told Recode. "There's no timeline. But we're obviously always trying to get ahead of what we're seeing and not leave any stone unturned."

The leaked designs give some examples of cases where Twitter might apply the label, including one attached to a claim Bernie Sanders tweeted about how 40 percent of guns in the US are sold without background checks (that percentage is from an outdated study; more recent estimates say it's closer to 22 percent).

Another debunks the false conspiracy theory that the novel coronavirus was a man-made virus. (While the exact origins of the novel coronavirus are unknown, the Centers for Disease Control says it seems to have emerged from an animal source.)

And the third is a tweet by House GOP Leader Kevin McCarthy claiming that the US intelligence community secretly removed whistleblower rules prior to the Trump Ukraine whistleblower coming forward (there is no known evidence to support that).

Joan Donovan, who studies online media disinformation at the Harvard Kennedy School's Shorenstein Center, said she found the new plans interesting, but that they also raised questions. Donovan cautioned that a community moderation system could be exploited by "highly motivated and coordinated groups" who could "get another battleground" with the misleading label feature.

Donovan also questioned whether Twitter would actually enforce the fact-check policy in practice, particularly against prominent people, and asked how many times a prominent figure would be able to tweet a misleading statement before being banned. "The problem all along has been a failure to moderate elite influencers and politicians."

A spokesperson for Twitter declined to answer questions about how Twitter planned to enforce such a policy and how many misleading posts it would take to get banned, saying that the mockups were tentative.

Although Twitter says it's far from the possibility of introducing the labels on its platform, the leaked plans today are a fascinating insight into how one of the world's most powerful platforms for sharing political speech is thinking about how to better monitor the half-truths and all-out lies that so frequently spread on its service.

Twitter has marked Valentine’s Day with a quirky pop-up shop in London’s Covent Garden which showcases awkward tweets.

‘It’s a celebration of how Twitter users worldwide have captured the true, unspoken essence of modern dating, relationships and singledom – from awkward first-date silences, through long-term regrets, to advanced ghosting strategies,’ Twitter said in a press release.

The pop-up is called the ‘Dating Twitter Advice Bureau and is open from 10am to 8pm from the February 13 – 16.

Twitter has been hit with its fair share of criticism in recent times, so this pop-up is likely a lighter way to look at some of the humour on the platform.

The company has also shed light on some of the trends around dating chat on Twitter with the term ‘ghosting’ seeing an eight-fold increase in Tweets since 2017. Meanwhile, tweets around awkward silences, the first dater’s worst nightmare, have seen a 46 per cent increase since 2017.

David Wilding, director of planning at Twitter UK said: ‘The most hilarious, honest and real accounts of dating aren’t those found in magazines, romcoms or on the apps, but within the Dating Twitter conversation.

Twitter took down a Trump campaign video over copyright concerns

It's not unusual. But the Trump campaign sees it as an escalation.

Twitter disabled a video this week on a post by the Trump campaign in a move that could escalate its tensions with the president, whose tweets have recently been subject to warning labels from the company. This time, however, the takedown happened for a more traditional reason.

The video in the Trump campaign tweet was a four-minute tribute to George Floyd, the black man in Minneapolis who died after a police officer pressed his knee into Floyd's neck for nearly nine minutes, setting off a wave of protests about police brutality and racism that has swept the nation. Twitter said it had removed the video after it received a copyright complaint.

"We respond to valid copyright complaints sent to us by a copyright owner or their authorized representatives," a Twitter spokesperson told Recode.

The Trump campaign tweet, posted on Wednesday, now reads in place of the video: "This media has been disabled in response to a report by the copyright owner."

This is not the first time Twitter has removed content posted by Trump due to copyright reasons. But notably, this takedown comes shortly after a series of much more controversial decisions by Twitter to limit the reach of Trump's posts because they either did not pass a fact-check or, in Twitter's opinion, glorified violence.

Complaints about copyright violations are not uncommon in the world of social media. It's not known if Twitter is treating the issue differently than other companies that also hosted the video on their platforms. The George Floyd tribute video was also uploaded to the official Donald J. Trump YouTube channel. It's unclear if it was also posted to Facebook, but Facebook told reporters that it had not received a similar complaint. YouTube didn't immediately respond to a request for comment.

Nevertheless, Trump aides seized on Twitter's decision and suggested that it further inflamed tensions between the platform and the reelection campaign.

"This incident is yet another reminder that Twitter is making up the rules as they go along," a campaign spokesperson said. "Twitter has repeatedly failed to explain why their rules seem to only apply to the Trump campaign but not to others. Censoring out the president's important message of unity around the George Floyd protests is an unfortunate escalation of this double standard."

It was not stated who filed the copyright complaint. The video, called "Healing, Not Hatred" features a voiceover of Trump delivering a speech about violent protests, while a mix of both foreboding and uplifting videos, images, and scores intersperse with his remarks. Meanwhile, President Trump has been harshly criticized not only for tweeting misleading information that portrays the protests as violent but also for having enacted policies that encouraged police brutality.

Although the video in his campaign's tweet was taken down for somewhat mundane reasons, the incident is the latest development in the president's war with social media companies. Snap this week said it would no longer promote Trump on its Discover platform because of his rhetoric. Facebook has steadfastly declined to enforce similar policies as Twitter to limit Trump's reach — but its CEO, Mark Zuckerberg, took significant blowback from his own employees over that decision.

Twitter users now have the power to hide offensive replies

Twitter has introduced the ability for users to hide any offensive replies to their tweets.

The micro-blogging platform, which has a long and uncomfortable history with abuse and toxicity, is trying a new approach.

It will let users around the world hide replies to their tweets that they find abusive or irrelevant.

The feature has been in testing in Canada since July, before expanding to the United States and Japan in September, and it is now being made available globally.

During the initial trial, the social network found that people mostly decided to hide replies because they found them “irrelevant, off-topic, or annoying” and as a new way to shut out noise.

While the feature removes replies from being immediately visible, other people can still see them by tapping on a grey icon to reveal responses. However, some testers told the company they were afraid that hiding replies could lead to retaliation, a concern Twitter said it would continue to take feedback on.

‘Currently, repliers can shift the topic or tone of a discussion and derail what you and your audience want to talk about,’ Twitter said. ‘To give you more control over the conversations you start, we tested the option for you to hide replies to your tweets.’

‘We learned that the feature is a useful new way to manage your conversations.’

The firm also said it is working on other new controls and ‘more clarity around the rules of conversation spaces’.

Earlier this week, Twitter issued a sharp rebuke to the Tories after the party temporarily rebranded one of its official Twitter accounts as a fact-checking service called ‘factcheckUK’ during the ITV leaders’ debate.

The social network warned that any further attempts to mislead the public on its platform during the General Election will lead to ‘decisive corrective action’.

Twitter has been bolstering its efforts to block misleading information during the election campaign after earlier this month launching a new tool to enable people to report deliberately misleading details about the voting process.

The platform has also announced a ban on political adverts.
